Yes. Since this is a Ball Bearing turbocharger, a specific oil restrictor is mandatory to prevent oil from flooding the bearing housing and leaking into the seals. Please ensure your oil pressure at the turbo is within the recommended 40-45 PSI (at max engine RPM).

Q3: What are the cooling requirements for this unit? 

This unit is Water & Oil Cooled. For a turbo generating this much heat, the water-cooling lines must be connected to prevent "heat soak" after high-load runs, which protects the precision ceramic bearings.
